3 Best Practices to Improve Civil Construction Safety

Before joining HammerTech, I managed safety programs for a variety of civil and infrastructure projects: roadways, underground utilities, water and wastewater, tunnels, and more.

In one consulting role, I oversaw loss control across 25-30 active projects. On a typical day, I might visit four or five sites: reviewing Pre-Task Plan (PTP) binders at one location, walking down a 50-foot shaft at another, and checking work around traffic, heavy equipment, and the public somewhere else.

This distributed work is one of the defining challenges of civil construction. Some locations have dedicated safety coverage, while others share safety resources across multiple projects or work zones. Either way, leaders are often working from snapshots of what is happening in the field.

When those snapshots stay in separate binders, spreadsheets, phones, or conversations, it becomes difficult to see the full picture - and even harder to recognize a pattern before someone gets seriously hurt.

On one project, a worker was cutting through a ductile iron pipe with a cut-off saw. As the worker finished the cut and took one hand off the saw, it swung around and struck the back of the worker's leg.

Thankfully, they were okay and walked away with minor injuries. But we later learned that a similar event occurred three times within the span of a month - each involving a worker using the same type of saw, releasing pressure, and experiencing a cut on the back of their leg.

My colleagues and I did not see the pattern until we literally compared notes. Each project had part of the story, but no one had a clear view across all of them. 

Civil safety leaders can prepare for these risks earlier, but only when information is captured consistently, shared across the organization and used to guide action. 

Below, I’ll share three best practices for making civil safety work more visible - and actionable. 

 

1. Capture information where work happens.

Civil and infrastructure crews may be working along miles of roadway, underground, beside active utilities, or in remote areas with unreliable connectivity. The easiest thing to do is to jot down an observation or PTP recap on a scrap of paper or notebook. (I know, I’ve done it!)

But there are a couple of drawbacks to this approach. First, paper is very easy to lose, and there is a very high likelihood you will lose it traveling between sites. Losing a detailed inspection is more than an inconvenience; it can create hours of rework and leave a gap in the project record.

Second, there’s only so much you can write down on a piece of paper. When someone is trying to write down an entire toolbox talk or PTP conversation, the record can fall back on generic phrases such as "slips, trips, and falls" or "watch your hands." The form may be complete, but the practical details of the conversation are lost.

That’s why I’d encourage your civil safety crews to start using their other favorite information capture method: their phones. Have them document site conditions by taking pictures, recording voice memos during meetings, or using the voice-to-text feature to capture notes. Even if they’re out of cell range, they can upload these images and voice memos when they’re back online.

While a worker can accomplish all this with their phone’s camera, notes app, and a cloud storage service like Google Drive, that data is only going to be visible to them. And to really be valuable and actionable, this data needs to be stored where everyone can see it.

 

2. Centralize and share critical safety information.

As a safety manager, you can’t be everywhere at once. But you still need to know everything that’s going on: who is working on a crew, where they are working, and what activities they are working on.

But for a lot of civil and infrastructure contractors, this information is as spread out as their jobsites. Before adopting HammerTech, some our civil and infrastructure customers were in this exact situation. They were storing worker records and qualifications in an HR system, schedules in Excel, and inspections in Word documents or PDFs.

Using a centralized safety platform makes it easier for you and your crews to understand who is doing the work, where they’re doing it, and whether they’re ready to perform that work safely. And if you’re tracking equipment inspections and certifications in the same place, you can also see if both the worker and the machine are ready to go.

For a safety leader covering multiple civil sites, that creates a valuable advantage: you can know more before you go. Instead of arriving at a project and asking what is happening, you can review the available information beforehand and focus the visit on the activities and exposures that need attention.

“All that information goes into this well that we can pull back from. If we have issues or if there’s something that comes up, we’ve got resources. It’s so much easier and cleaner for us to understand what happened.”

But this wealth of data goes beyond your project teams, too. You can share observations and inspections with the project or division managers and aggregate all this data into dashboards for the executive teams. If OSHA or the Department of Labor have an inquiry, you can round up incident reports or worker records a lot faster.

Once your civil safety data is captured and connected, then you can act on it.

 

3. Identify trends to better manage risk.

On the projects I worked on, I could track some safety trends on my own. I would bring up a spreadsheet of documented deficiencies to a foremen's meeting and use an inspection application to check completion rates.

But those were usually where the insights stopped. The surface-level fixes, not the high-risk hazards.

When reliable safety information is captured consistently and connected in one place, leaders can move beyond document completion and ask better questions. You can move from questions like “Are inspections getting done?” to more useful questions:

  • Where is high-risk work planned today?

  • Which projects have not completed required inspections, PTPs, or permits?

  • Are qualified workers and compliant equipment assigned to the work?

  • Which hazards, observations, or corrective actions are repeated across locations?

  • Which issues have the potential to cause a serious injury or fatality?

  • Where is additional supervision, training, or support needed 

Looking back at the cut-off saw example, consistent reporting in a shared system could have surfaced the repeated kickback exposure across different projects or crews. What looked like separate equipment-use issues could have been recognized as one pattern requiring a focused response - whether that meant reviewing the tool, the cutting method, the training, or all three.

Technology does not replace walking the work, talking with crews, or applying professional judgment. It makes those activities more targeted. It helps safety teams spend less time searching for information and more time addressing the risks that matter most.

 

Putting the pieces together

Civil and infrastructure were some of the most challenging environments i worked on. The combination of live traffic, excavation, underground work, massive equipment, changing conditions, rotating crews, and public exposure leaves little margin for error.  

Visibility does not eliminate those risks. It gives leaders an earlier opportunity to recognize them, connect what is happening across the project footprint, and respond before an isolated issue becomes a repeated event.
